Let Us Not Forget...

...just how evil the State can be. Douglas Montero, of the New York Post, reported this story on February 29, 2004. Summary: Foster Care Agency Seeks Review

(AP) - THE TESTS: New York City's Administration for Children's Services put more than 400 HIV-positive foster children into drug trials from the late 1980s to 2001.

THE FALLOUT: The agency has asked for an independent review of the program after children's rights advocates said it amounted to exploitation.

THE EXPLANATION: The ACS stressed that it does not believe there were ethical lapses, but it wants to make sure the program's policies were proper and had been strictly followed.
