17-Year-Old Found In 'Cage' Wearing Diaper

Yes, indeed, it's foster parents again. Excerpts from the article:

"...17-year-old son wearing a diaper and locked inside an enclosed crib "similar to a cage." The "cage" had a chain and padlock. Child welfare workers in Jacksonville were called to the Sullivans' home in January. Officials said they found the boy wearing a diaper and he also appeared developmentally delayed. He weighed 49 pounds and was as tall as a typical 9-year-old."

"...The 17-year-old, who had been with the couple for 10 years, and two other foster children were immediately removed from the home."

"Boston police were expected to question a teenager, no later than today, who claimed she witnessed the brutal abuse of a 4-year-old boy who died under the foster care of her cousin, according to a source."

Jeffers died soon after his ``totally hysterical'' foster mother rushed the child to Caritas Carney Hosital at 1:28 p.m. Sunday, authorities and a source said. The mother, who a source identified as Corinne Stephen, told police that Dontel was a hyperactive kid who fell onto a radiator while jumping on a bed Saturday night. But sources said it appeared the boy had been severely beaten and possibly bound."

And, please note:

Ms. Stephen is described in the article as "
a highly trained foster mother."
